In the time line to the Chicano Studies program at the University it makes sense that it would be circa 1972. The committee changed from advising the President to advising the chancellor in 1972. Also, in the fall of 1972 Professor Grajeda alludes to this document in a letter to Chancellor Zumberge (click on thumbnail to enlarge image).
