Deepe, War--4. The one ray of hope is that the Honolulu conference [XXXX indicating deletion] of high-ranking Americans--Secretary of State [insertion: Dean] Rusk and Defense Secretary Robert S. McNamara--would result in “a policy of action rather than reaction.” But as the days pass, the American community itself--also drought with its lack of leadership and [deletion: grown] growing frustrations and [deletion: factions] factionalism--is reaching its lowest point of depression since 15,000 American advisors were committed here two years ago. Observers here ready concede that the three dramatic alternatives facing American policy makers are equally unacceptable--total withdrawal, expansion of the war by bombing North Viet Nam, committing American fighting troops. In short, the [XXXX indicating deletion] political-military war is desperate. The question is whether it is hopeless. “I’ve seen alot worse situations than this,” The Western diplomate conceded. “I was in Burma when we held only the suburbs around Rangoon--and had seven insurgencies going at one time. Five years later, we almost had it won…and then we had a [insertion: pro-Communist] coup by pro-Pekingites and lost it.” -30- Note: principal source for this is Col. Sarong, head of the Australian training team. He’s one of the few who know so much of what’s going on in the country--and is courageous enough to say it.
