SAIGON The Communist Viet Cong have ordered their lower echelons
to launch a three-month ""leap forward"" campaign in their military-political
war until the beginning of 1967.
Politically, the campaign calls for ""stirring up the hatred of the
people against the Americans and their puppets"" not only only in the
countryside, but also, significantly, in the urban contors.
Militarily, the ""leap forward"" campaign calls for g
""prolonged and more fierce fighting"" even if ""the cost is expensive""
in order to deal a thundorous blow on the enemy's head in the future.""
The campaign also calls for accelerated ""military proselytization""
for all South Vietnam,"" but presumably especially in the crumbling
South Vietnamese armed forces.
Saigon government intelligence sources view the campaign as a
significant rejection of any move towards political negotiation of the
war at this time. They believe it may be a vaguo
sketch of the
Viet Cong strategy in the coming months.

The significant three-month campaign was outlined in a three-page
classified document captured by Vietnamese government forces on a recent
operation. The document was sent from the permanent committee of the
provincial level (roughly 45 Viet Cong provinces) to the 240-some
Viet Cong district committees.
Dated September 10, 1966, the document calls for a coromony to
commemorate ""national hero"" Nguyen Van Troi, the youngster who was
executed by the Saigon government two years ago this month for
at allegedly attempting to blow up a bridge on the mainstreet of Saigon
at the time of Secretary of Defence Robert Mellamara's visit here.
The provincial committees order special memorial ceremonies and
one-minute of silence for Troi, as well as study and self-criticism
sessions during one month beginning October 1. Other heroes would be
honorod during November and December of this year as a means
""mobilizing the patriotic spirit of all the people.""

Since issuing the instructions to lower echelons, the Communist
Viet Cong have intensified their terrorist and lightning mortar barrages
around saigon city; simultaneously the central level of the Saigon
government was tossed into precarious embarrassment before the Manila
Conference by the resignation of seven Cabinet ministers. Western
intelligence sources believe ""the invisible hands"" of the Communists
subversives and the Fronch inflamod the emotions of the Southor-born
portion of the population, which lead the Southern ministers to resign
from the govermont of Primo Minister Nguyon Cao Ky, who was born
in North Viet Nam.
